Frances Horibe, President


Profile

Prior to launching VisionArts, Inc., Ms Horibe was Director-General, Strategic Planning & International Marketing for Transport Canada and was tasked with restructuring, downsizing and revitalizing an organization with large headquarters and regional staffs. In addition to these functions, she was responsible for change management, internal communications, human resource planning and directing the international marketing division whose function is to sell Transport Canada's technical expertise (training and advice) overseas.

In previous assignments, Ms Horibe has worked in the private sector, most notably as Vice-President of Quality and Customer Care for Achieve International, a management consulting firm specializing in Total Quality Management(TQM). Achieve International's Clients included companies such as American Express, Black and Decker, Canadian Airlines and University of Alberta Hospitals.

Ms Horibe's mandate was to assist Clients in sustaining the momentum of their change initiatives. This activity is critical since benefits from a massive change typically do not occur until two years or more beyond its start. Many organizations do not reap these because they are unable to maintain the urgency of and focus on the change

In addition to these skills, Ms Horibe is particularly adept at facilitation and team work, with a special emphasis on dealing with these issues in an environment of radical and constant change.

Ms Horibe is an examiner in both the private and public sector competitions for the Canada Awards for Excellence and has spoken at numerous conferences across the country.

Ms. Horibe has a B.A. in Psychology from McGill University and an M.A. in Psychology from University of Western Ontario. She has written Smart Change: The Complete Book Of Practical Transition Management which is curently in the publication process. Ms. Horibe also contributes a regular column entitled Advice To The Change-Lorn to the popular Training & Development Resource Centre.
